A popoff valve has been added to protect the compressor wheel in the event of a backfire into the intake manifold. If the engine were to backfire, the pressure wave would travel back down the compressor inlet tube and potentially destroy the turbo. The hole size and springs and are set to allow the valve to begin opening at approximately 10 psi of intake pressure.
